Macro TransferDatabase unavailable .. even in "trusted" database

I can no longer get the TransferDatabase command to be "choosable" in the
create macro location -- no matter WHAT I do to ensure that the access
database is trusted.

I have done the following:
* Removed trusted location from Trust Center, and selected "show message
Bar"
- On message bar chose "options" and made selection to enable content
* Added a new trusted location in Trust Center, created a new database and
saved it in that location

.... and all the other usual suspects (rebooted machine, etc.)

Any suggestions?
