macromedia flash into shared borders

I have set up shared borders.

I have a macromedia flash banner which I want to place it into the top
border. If I place it in the middle of the page, it works fine. If I move
it into the top border, it shows in the preview, but when I publish it,
nothing appears. Why?

How come I see the shared border with the Macromedia Flash banner in the
preview but not when I publish it and go and see it on the internet?
