Macros Locked

I am trying to create a test form for my experimentation grounds. When I F5
the UserForm it says that Macros are disabled in this project...blah, blah,
blah.
1. How do I enable macros for OL 2000?
2. How do I create a new project?

1) Tools | Macros | Security. Choose Medium or Low or, if you want to use
High, sign the project.

2) You can't have multiple projects in Outlook VBA.
