Mail always received as HTML-US ASCII but I choose Rich text??

In Tools\Options \Mail Format I choose Microsoft Outlook Rich Text as my
format for outgoing mail but it is always received by others as HTML-US
ASCII. I have changed the International Options (found in the same place) to
Western European (ISO) but this doesn't make any difference either. How do I
change this so all messages are sent and received as Microsoft Outlook Rich
Text?

At the same place(The tab Mail Format), Click the Internet format button,
select the Outlook RTF option, remember the default is deliver after being
converted into HTML.

I don't have an Internet format button but do have an International Options
button ? My version of Outlook is Outlook 2000.

In International Options the settings are,
Use this encoding for outgoing messages - "Western European (ISO)" selected
Use this encoding for unmarked received messages - ""Western European (ISO)"
selected.

Could this be why?
