mail delay for one user in internal messaging

I have an unusual situation where a user thinks there is something wrong with
his mailbox. Occasionally he reports that emails sent out to him do not get
to him for quite a while after everyone else sees it. This has happened a few
times. We are running Norton Corporate Antivirus on the server (sbs 2003 sp1)
with all patches and service packs for exchange. GFI mail essentials is
running on a separate server and all mail is checked for spam through that.
(although i don't think it checks internal mail?)

On the last email he reported he saw it "pop" into his inbox at 4:04pm and
the email was sent out to about 8 people internally at 3:33pm. I checked the
message tracking for that message, and it says that it was sent, routed for
internal delivery, and delivered interally to the store at 3:33pm.

I'm a bit new at this, so i'm at a loss as to where to check, or if there is
even a problem... I have a sneaking suspicion that he's just noticing it
later? or is there something i need to do to make sure he's seeing his
messages at the same time everyone else does... He is running outlook 2003
upgraded from outlook 2000, he is not using cached exchange mode.
