mail does not go into junkmail folder even when directed-deleted

I have turned off the 'automatically delete obvious junk mail and move it to
the junkmail folder'. Mail continues to be deleted - and nothing turns up in
the junk mail folder. All settings are lost an revert back to original
settings every time i exit outlook. What can I do to get my junk folder
active and retain the settings?
