Mail format for all outgoing - HTML

Hi group,
Outlook 2007 SP2 with Exchange server 2003 SP2
Situation:
Boss receives text email, forwards it, and wants to insert his color
signature.
Problem:
Because received email is in text format, you cannot insert a color
signature based on html
Solution I suggested:
Click forward on received text e-mail, change to HTML format, insert color
signature, send away.
Advice required:
Boss wants ALL outgoing email of his to be HTML, including forward and
replies of received text emails.
He does not want to have to change format manually.
Is this possible?
