I am using Outlook 2000.

I want to create a mail list. I can see all the names when I click on my contact icon. But, when I select create a new distribution list, none of the names show up. What am I doing wrong?

Have you added and configured the Outlook Address Book to your profile? What
mail support mode are you using?

I am using Outlook 2000.

When I click on create a Distribution list shift+ctrl+l and then choose add
members. None my contact names appear.

Maybe I am asking the wrong question entirely. I want to create a list of
people that I send emails to on a regular base, how do I create the list?

File > New > Distribution List will display all your Contacts' electronic
addresses as long as the Outlook Address Book Service is working correctly.
That's why I asked you your mail support mode and how you had configured
your Outlook Address Book.
