Mail Merg/Spacing

I have a shell that I have had pre printed by a printer that has 3 separate
mailable items per page (the page is perforated, so I can run an 8.5x11
through my printer and separate them for mailing.). When I apply the word
merge for the addresses it get rid of the spaces (which is good). However,
when it deletes the lines/spaces it moves the other templates up - on the
page. How can I prevent the other templates from moving up on the page?

Set up the mail merge main document as a "Labels" merge with three "labels"
per page. Word will create this as a table with rows of Exact height (or you
can create the table yourself manually).
