Mail Merge 2007

I have been using OUtlook and Word 2007 to create mail merge letters and
labels for about three weeks. I have created my database of address in
Outlook and successfully merged twice for address labels, however, with my
third attempt I am close to going mad. The issue is in the creation of
labels.
I am using an Avery paper with 16 labels per page and trying to merge 20
contacts. I follow the steps in the wizard, but each time I finish the merge
I end up with 20 PAGES of contacts, with each contact using only the first
label on a page, then the remaining 15 labels following on from this.
The error appears once I have chosen the merge database and "update labels",
this leaves the first label blank, but puts a <<next contact>> in the
subsequent labels.
I cannot get a result which leaves me with 20 address on 20 sequential
labels. What am I doing wrong?
