Are you also using Word 2007? The versions must be the same for integration
features to work.
From the help for OL2003:
Use contacts as a data source for a mail merge
1. Open the contacts folder. This can be your existing Contacts folder, or
a folder you create and to which you copy only the contacts you want to
be part of the mail merge.
2. Filter the current view of the contacts folder. For example, you can
create a filter so that only contacts from a specified state or
province are included in your mail merge.

1. On the View menu, point to Arrange By, point to Current View,
and then click Customize Current View.
2. Click Filter, and then select the options you want. To filter by
state/ province or another address field, in the Filter dialog
box, click the Advanced tab, click Field, and then point to
Address fields.
3. On the Tools menu, click Mail Merge.
Did you do step #1 by opening the contacts folder? If not then the "Mail
Merge" item under the Tools menu won't appear. Mail Merge is done on your
contacts lists so you must be focused on them. Many menu items are hidden
or disabled until they become applicable based on the context of where you
are or what you are doing.
Is the help included in OL2007 significantly different than the above, or
you follow them and they don't match up with what you see, or you cannot get
into OL2007's help?
