Mail Merge not recognizing Hebrew

Question Marks Found in Mail Merge

I am using XP Home with Office 2003. The Languages are set in both. When I
want to mail merge labels from Access to Office, although the English portion
is inserted correctly but the Hebrew field is replaced by question marks.
Please Help.
