Mail message problem

I had to reinstall my OS and I've also reinstalled
Outlook 2002 and I am unable to send or recieve. When I
click file then new I don't have a mail message choice. I
can't create a new message. When in the inbox I click the
new button and in place of the send button I have
accounts. I have set up 3 accounts and tried checking the
toolbars. I'm having to use outlook express.

any ideas?
