Mail Server Rejected, No Storage Available, How do I fix?

I have deleted large files that have been sent or received, in an attempt to
create more storage. I have tried sending email without attachments and
still receive the kick-back: Your email message was unable to be sent because
your mail server rejected the message: 450 Unable to Complete Command, No
Storage Available. I have not altered anything with my ISP. Any
suggestions? Thanks.

Hard to tell without any configuration information. At least include your
Outlook version and mail account type.

This is clearly a server-side error. Your ISP must address the issue.
Outlook is not involved.

One thing to check, though, is your server mailbox size. If you leave
copies of messages on the server when you download them, you could fill up
your mailbox so that you cannot receive mail. While the message you cite is
an SMTP server error and shouldn't be affected by your mailbox, it's
conceivable, even if unlikely, that the ISP's server won't let you send mail
if your mailbox contains more than a limit they set. It can't hurt to
check.
