From my laptop I am able to send email using my "home" email settings while
at my office, even though it is through a different ISP. However, from my
desktop, I am unable to send emails using the identical settings, and get a
message that relaying is prohibited. Can someone tell me what possible
differences there may be in settings within my Outlook programs between my
desktop and laptop? Is there anyway to remove Outlook from my desktop and
download if I don't have my office CD with me?

If you get the message with one and not the other, then they can't be
"identical". Are you connected to your work network when you send the
messages? Have you configured the outgoing server authentication the same
on both?
Is there anyway to remove Outlook from my desktop and download if I
don't have my office CD with me?

I don't know what this means. Download what?
