Mail to recipient in Word

We are unable to access the "Mail to Recipient" in Word. All the solutions
found in the discussion groups do not seem to help. When we changed the
Internet Options to use Outlook Express, this worked, but we use Outlook, so
all my addresses and other things in Outlook are not referenced. When we
change it back to Outlook, it becomes unavailable again. We also viewed the
WIN.INI file and the contents under mail are the same as suggested :

Any suggestions? We are using Window XP and Office 2003.
