Mailbox Cleanup Window Annoyance

In a client's outlook, a window keeps popping up at random (no pattern).

This window is the Mailbox Cleanup window.

It's the same window you see when you click on Tools-Mailbox Cleanup in
Outlook.

I cannot find any setting that would cause this and nothing in my google
searches.

Can anyone lend a hand?
