Mailbox Sizes Different in Exchange vs. Outlook

We are using Exchange 2003 and Office 2007. The mailbox size in Outlook
(Mailbox-username/Properties - Folder Size...) is different from the mailbox
size displayed in the Exchange System Manager. Why is that?

The user is getting messages from Exchange that their mailbox size is over
the limit when Outlook shows that she is under the limit set in Exchange.
Exchange shows her at over 3GB and Outlook at less than 1.5 GB.

The size reported for Outlook is the amount of data that has been cached to
the ost-file (which in itself does not have to reflect the size of what is
reported in Outlook).

The size reported by Exchange is a better indication to determine if you are
nearing your quota.
