Mailing Label Order

Operating System: Mac OS X 10.5 (Leopard)
Processor: Intel

I may be crazy, but I have looked and looked and I can not find how you change the order of the mailing labels. I want them to go down the page first, then across to the next column. Does anyone know how to fix this?
