mailmerge to fax but the faxes in outbox and not sending them

i have a problem in sending fax in mailmerge option, where after completing
the mailmerge to fax the faxes appear in outlook in outbox but real send!

Note: i am using office2003, word2003, outlook2003. and WindowsXP

Dear Russ,
thank you for your interest,
in general i do the mailmerge to fax starting from word2003, and i try to
merge from outlook first and the same problem appear.
however, in detail:
1- i add fax services from windows componant.

2- i create msmail.ini in Windows directory and wrote in it:
[EFAX Transport]
LocalFax=1

3- i add in microsoft outlook contact (user field 1) for each contact i want
to fax to:
outlook - contact - all fields - miscellaneos fields - user field 1
and i wrote in it
[fax:0,5821549]

4- in word (or starting in outlook the same) i select
tools - mailmerge - faxes - .... - fax
in it i select (user field 1) in fax number
then (ok)

after that i found the faxes in outlook in its outbox but not in sent folder
and i wait for several time and it does not sent?

It is not necessary to modify mail.ini.
What is important is how you configured the transport in Outlook. How did
you?
Have you verified that the Fax Service functions and the startup type is set
to automatic?
