Outlook 2003 does not provide any facility to IMPORT mails and mail account
settings from Mozilla Thunderbird. Is there any way?

Depends on how much mail you have in Thunderbird. if very little, have a
look here at Imapsize.
http://www.broobles.com/imapsize/

That will convert your MBox mail folders to .eml, which you can then drag
into OE, from wich you can then export to Outlook.

If you have a LOT of email, then your best bet is probably to install
Eudora, import all your TBird mail to that and then import from therre in
Outllok.

Your Address book must be exported to an ldif file and then imported into
Outlook.

I don't think there is any way to directly or indirectly import mail
settings and accounts from TBird to outlook....
