I don't think this is something that can be configured in Entourage.
Check with your Exchange Server administrator to see if he can adjust
some setting for this.

looked on exchange server under properties of the public folder -
there is no way to set this feature.
looked also on the top of the public folder - no feature there in
regarding.

any help ?

Can you verify whether or not you see the same behavior when connecting
via an Outlook for Windows client?

Actually, there is a setting for it.

1. Run Entourage.
2. From the Entourage menu bar, choose Tools > Accounts.
3. In the Accounts window, double-click the Exchange account to edit it.
4. At the top of the Edit Account window, click the Options tab.
5. In the Downloading mail section is an option to "Partially receive
messsages".

Is that option selected?

We have the same situation with our Macintosh clients and items in Public
Folders; you know what? I think it's by design and not because of a bug.

If you think about the differences between Outlook (umbilically attached to
Exchange) and Entourage (local cache of a remote Exchange database), then
this behaviour isn't so odd: Why not keep the transfers on the wire to a
minimum on folders where there is not -typically- a requirement to have all
of the items in a public folder on every Entourage user's desktop?
That's the decision that I think the Mac BU made with Entourage and Public
Folders. You see it as a problem, I don't see it quite that way: I certainly
am glad that Entourage isn't spinning the beachball of death all day because
it's having to synchronise Public Folders!
