mailto and unicode characters

I'm trying to use the mailto protocol with outlook 2007 to create a message
that includes unicode characters.

E.g.

mailto:Recipient-Name?subject=フィ

When I run this, the subject in the message comes out as ??

Any idea if mailto: for outlook supports unicode character set or a
workaround?
