Mailto broken w/outlook 2003 in Explorer and FireFox but works in IE7?

Hello,

My machine is exhibiting a odd symptom of late. If I click a mailto
link in firefox or right click a page and choose 'Send Link" it
chokes. If Outlook is closed it well give the error;

If Outlook is open it says;

If I type "mailto:[email protected]" in the address bar of firefox the
errors are the same. If I type it in the Start/Run dialog the errors
are the same. If I type it into the IE7 address bar it miraculously
works, in IE7 if I click a mailto link it works.

So it seems that IE7 is not using the same mimetypes as Firefox.

For mailto in the registry I have;
"C:\PROGRA~1\MICROS~3\OFFICE11\OUTLOOK.EXE" -c IPM.Note /m "%1"

That command line pasted into Start/Run also produces the error.

I have tried to run office repair and scanpst and those had no
effect.

Any suggestions?
