maintWiz.exe doesn't update registry

I have created a CMW file and am wanting it to set/create the registry key
HKCU\SW\Policies\Microsoft\Security\CheckAdminSettings=1. (So that Outlook
looks for custom administrative settings in the "Outlook Security Settings"
public folder.)

Using Office XP and Windows 2000. Assume P: is a network drive and the
install share point is the OfficeXP directory. I run maintWiz.exe /c
p:\officexp\<myfile.cmw> /qb-

But the registry never gets updated. In fact the Security key is not even
created. This is happening on PCs that originally installed Office XP from
the CD and not from the install point.

On new installs I have been able to use the setup.exe with a TRANSFORMS file
and the registry key gets properly created. But I am concerned with several
clients that have already installed from CD.

Is there a way to ensure that the registry key gets created, or another
better way to get Outlook to look in the "Outlook Security Settings" folder
for admin settings? I suspect this may be happening because the original
install was from CD rather than an install point, but I would like to find a
better way to update these clients than a registry hack on each one of them.
