Major internet problem - need help

Well i have a major problem with my other computer and i need help.
basically, i cant access the internet. windows says it is fine but cant
repair if i try because it cant renew my ip address. i also know that there
is something wrong with the winsock file but replacing it does nothing. the
original error message i got when i logged on said that the following file
could not be found "c:\progra~1\newdot~1\newdotnet.dll". i was able to
replace this file (which is to do with the dns service) and still no results
(except to stop the error message - internet still broken). i have asked
people i know who know a lot about computers and they couldnt solve it. i am
in desperate need of ideas!!!!!!!!!!!! please help me!!
p.s. reinstalling windows is a last resort. i want real ideas please.
