make 100% of height and width

i am setting the value of a nested table to 100% height
and when i click apply it only fills the cell partially
not as the 100% would suggest.

Also when you have a nested table in a cell it does not
seem possible for me to get the cursor to move to the cell
in which the table is nested... can you insert more than
one table into a cell?

If the parent cell has no height specified,
the nested cell has no height to relate to.
In other words, 100% of what??

Also, height settings are basically ignored
in tables and cells until "content" forces a height
dimension.
