Make a file "read only"

Is there any way to make a file "read only" so that someone receiving
it cannot make changes? I'm a WordPerfect person just learning Word.

Open Widows Explorer and go to the file in question. Right click/Properties.
Check the Read Only box. Close.

that won't help.
a user can clear that property easily.

the word document can be password protected to hinder making changes,
BUT, the correct solution is to NOT distributed Word documents, instead
distribute PDF which, in addition to allowing read-only protection, allows
you top prevent copying.

Word documents need be distributed only if it is intended that the recipient
may modify the document,

I see, I see. Password protection determines who can open the
document, does it not, rather than who can make changes to it? I never
thought to produce it in PDF, that's an option I will think about.
