Make a notebook editable, read-only, or hidden, on a user-basis

Good day!
I'm creating an add-in in ON 2007 to help me manage notebooks on a shared
folder. But with this add-in, I want to be able to control the access of a
logged-in user on a specific notebook. The user logs-in through a form shown
by the add-in.
Is this possible?

The best way to control access to notebooks in this way is through
windows folder permissions. For example, if you set the file access
rights on a particular section to deny a user write access, OneNote will
pick that up and display that section as read only.

Good day! But what if it is a shared notebook in a workgroup? Can it be done?

I have searched for additional information and this is the closest I have
gotten to resolving what I am trying to achieve. Can you perhaps help me a
little further on how to set to read-only given the following?:

I have created a notebook with several sections. Several of the sections
are updated by different individuals. I would like to have each individuals
set a password (using the same pwd on each time) to update their sections. I
have achieve this and it works fine. Now I would like to share the notebook
information (be able to see each section in read-only) with the whole group.
Our network will not allow a shared folder to be setup using permission on
various levels. We do utilize Sharepoint. If I understand correctly, you
are stating that I could use Sharepoint to publish the notebook. Would this
require setting up a Sharepoint folder for our group only? Do I have to
remove the PWD from each section prior to publishing?

In a nutshell, what is the easiest way that I as the administrator of the
notebook manage using passwords to ensure individual work is protected then
shared with others?
