Not quite sure I follow what you are asking. Are you trying to ask how to
prevent the creation of cached mode exchange profiles and/or the use of
Offline Storage (*.OST)? If this is what you are truly asking, then yes,
this can be disabled using Group Policy objects.
Outlook 2003's ADM template files are part of the Office 2003 Resource Kit
(free download from Microsoft). The template files for Office/Outlook 2007

By the way, if Outlook is running in cached mode, then the best you can do
for a single folder in the mailbox is set a filter to not replicate the
content locally. Of course this means that you will have use another method
to access whatever content isn't replicated locally. (e.g. Access via OWA
and manage the contents of whatever isn't replicated to the local store)
