Make annotations permanent (MODI) gives memory error message?

In Microsoft Office Document Imaging, if I try to make annotations permanent,
some of my documents give me an error message that there is not enough memory
to complete this operation, although with others that are smaller in size, I
have no problem. Why does this happen?
