Make Certain Settings 'Neutral'?

I wrote an add-in that I install on several users' computers. Some of my
users like "Check Spelling as you type" and others don't.

The setting of my add-in at the time that I compile it and send it to the
users seems to control the default value when the user opens up Word. (I
thought 'Normal.dot' would control this but apparently it does not -- it's
the add-in as far as we can tell, I guess because it loads after 'normal'?)

Any thoughts on how to make an add-in 'neutral' for this and similar
features (such as "Check Grammar as you type")?

This is a template add-in, or some other kind of add-in?

Which version of Word?
