I know what I'd do - I'd borrow my gift certificate from my mom (she's not
giving them up permanently yet) and then I'd use Publisher and recreate it,
with a little artistic creativity.

Start with a template that has the overall layout/colors that you like and
modify it to fit your needs. Note that you can modify the images, text,
everything you see:

Then use Google and search for "keepsake birth certificate" for
content/image ideas if you need them.

What would you suggest to someone, who may not know where to start in
Publisher or add a little artistic creativity, do to accomplish this task?
(Aside from telling them to get out their construction paper and crayons, of
course. ;-))

Both Word and Publisher have templates for various awards or recognition. It
could be a starting point. I'd still recommend looking at a real birth
certificate for ideas though. (I keep seeing a condensed Olde English kind
of font for the name of the "hospital". And slightly arched. I wonder if
that's what on my cert?)
