make invitation template

I'm making invitations templates on publisher and everything seem right. i
would like to be able to send them to my friends. i made my own wedding
invites and they were really nice so everybody want me to help with theirs.I
want to know if i send them to people that do not have publisher how would
they be able to open it . i would like them to be able the invitation but
only the wording of but not the actual template like the color of the design
,how would i do that ?

Send them as a PDF. There are free converters around and most folks have the
Acrobat Reader.

If you have Publisher 2007 there is a save as PDF add-on download available.

can they edit pdf thought ? because i would like them to be able to
personalize at least the content . like using their own word. .

If you need folks to edit your document then I suggest using Word. More users
will have Word than Publisher.
You can send the PDF and ask folks for comments. Then add the personalization's
yourself.
