make it impossible to answer tentative to a meeting request?

hello!

I would like to make it impossible to answer tentative to a meeting request.
I mean that they only can answer "accept" or "decline.
Is this possible?
can someone help me?

I have outlook 2003.

I'm not aware of any way to do that - other than asking them to accept or
decline.
