I want my team leads to be able to see tasks by sorting by resources in
his/her group.

Also, is there any way to receive notification emails when Actual Work
Effort does not equal Baseline Effort?

To answer your first question, members of the Team Leads group in PWA can
access the View Resource Assignments page to see this information. So,
first of all, make sure that your team leaders are included in the Team
Leads group in PWA. Then, ask them to do the following:

1. Click the Resources menu in PWA, and they will be taken automatically to
the View Resource Assignments page
2. Select the resources whose tasks they wish to see across all projects
and click the Apply button
3. Set up the View they way they wish to see it and then click the Save
Link button on the toolbar

The information in the View is sorted by resources and then by projects.
The next time they return to the View Resource Assignments page, they can
simply click on the saved link at the top of the page.

To answer your second question, no, not without custom software development.
