Make my own stationary for outgoing emails.

I've looked on Office Help. It takes to Options, Mail Format, HTML, and then
it says click on "Stationary Picker". "I only have Stationary & Signature".
I tried that and it doesnt have what it says it should have on help. I have
Microsoft Outlook 2007. I want to make personalized staionary not just a
signature.
