Make Outlook 2003 e-mail header scrollable (like Netscape mail)

Assume my "View" -> "Reading Pane" -> "Bottom " as selected

Make Outlook 2003 e-mail header scrollable (like Netscape mail), so when
user sclolls down in a long mail, the header also sclolls up with the mail.
That way the header will not occupy a large viewable space.
