Make pictures smaller when sending in e-mail

Does anyone know how to turn OFF the pop up that ask if you want to make
pictures smaller when sending a picture in an e-mail. There are plenty of
threads about turning it on but could not find any about turning it off.
Using Office 2003.

I'm trying to recall this for Outlook 2003 but I think after you attach a
file you need to click the Attach button and then on the Task Pane deselect
the "Show when attaching files" option.
