Make This Folder Available Offline

Anyone know why this option is not available on Outlook
2002?

When I create a new folder, I don't see this option on the
menu - Tools, Send/Receive Settings.

I have to either exit Outlook and restart Outlook or do a
complete Send/Receive for this option to show up.
