Make Word 2003 remember if I set Outlining toolbar or not

Word 2003 never remembers the Outlining toolbar. Every time I reopen a
document, whether it has Outlining components enabled or not, has a TOC or
not, or had the toolbar enabled last time or not, Word does not show it and I
have to activate it myself via the View menu.
