Making Base Calendar Global

I have MS Proejct connected to my server.
I have created a sample project with a base calendar.
Now I want to make the base calendar available for all projects.
So I used the organiser to copy the base calendar to Global (+cached
Enterprise).
When I clicked copy I get the following message,

'Base calendars cannot be added to this project.Check out the Enterprise
Global template to add or edit Enterprise Base calendars. If the server
allows local base calendars, you can copy those calendars between projects
but not into the Enterprise Global template or projects containing checked
out enterprise resources.'

I tried without connecting MS Project to the server also.
Still I get the same problem.

How do I copy the base calendar to global in order to use it in all project
plans I create in future?

In the future, please post your Project Server questions to the
microsoft.public.project.server newsgroup, as this newsgroup is devoted to
the Microsoft Project desktop application only. To answer your question,
you did it wrong and the error message tells you the right way to create the
enterprise calendar. Do the following:

1. Launch Microsoft Project Professional and connect to Project Server
2. Click Tools - Enterprise Options - Open Enterprise Global
3. Click Tools - Change Working Time
4. Create your new base calendar and then click the OK button
5. Save and close the Enterprise Global file
6. Exit and relaunch Microsoft Project Professional

In our concern, we create the project plan first without connecting to the
Server.
Schedule it, find out if there is overallocation and then publish it.
SO while scheduling I need a calendar which is available to all projects and
resource pool.
The calendar I create is available only within that project.
Without connecting to the server, I need to make my calendar globally
available for all unpublished projects.
Thats why I posted it in this news group.
I have copied the calendar using the organizer before.
But now I get this error.
Please help me out.

If this is absolutely the way you insist on using Project Server, a method
with which I personally disagree, then I would suggest that you enable the
user of local calendars in Project Server. To do this, complete these
steps:

1. Log into PWA with administrator permissions
2. Click Admin - Server Configuration
3. Select the "Allow projects to use local base calendars" option.
4. Click the Save Changes button
