Making changes in schedule

I have published a project plan using PWA.
Now if I insert a task and then publish using
Publish-->New and Changed Assignments it works. The Resources get an update
of the new tasks.
But if I make a change in the scheduling and then publish using
Publish-->New and Changed Assignments it doesn't get changed. The resources
aren't able to view the new schedule.
What is the problem I am facing?
