Making changes to Resource Pool work units and copying existing ta

I have been made aware that not putting resources in as 100% work units in my
Resource Pool has caused over allocation issues due to the differences
between the % work and the project calendar and durations etc. So what is the
best way of making the necessary changes?

Do I need to make changes to the Resource Pool first and then copy the tasks
into a new project? If so, how do I ensure that the start dates set by
project in my current project, do not become constraints when they are copied
in to the replacement project?

Any ideas welcome!
