Making Message Form available

Hello again,

I have created a message form with default text in it,
which will be published company-wide.

Is there a way to place a button on the Outlook toolbar
that automatically brings up the message form for the user
(that is, so you don't have to go through File - New -
Choose Form . . ., etc.)?
