Making my own web template/border?

I want to theme my site from my Warcraft 3 game but I'm
not sure how to go about turning the screenshot into a
working border, where the target frame would be the white
area above the toolbar on the bottom:

I'm ok with inserting the buttons and everything (you can
see one I started in the pic) but how would I make it so
the border stays there, and the target frame is the white
area above? Thanks very much.

Provided you are not violating the Games Copyrights -
Only way to always have it at the bottom in all browsers is to use frames
(bottom frame is your black area)
