Making new templates

Is it possible within PP2002 to take a template from the
design gallery and using photo editor, or imaging tool, or
some other means, cut it up into pieces, resize and use
one or more of the pieces as a template? In other words
to zoom in on the original template, which is a desert
scene?

It is possible to do that (just tested it), but it might violate
copyrights.
