Making Outlook Express the default

When I click on an email address in an external document, 60+ internet
pages open and when I try to configure the OE to be the default mail handler
it resets as soon as I have applied it, after closing and re-opening the
options page again.

Outlook Express is family of Internet Explorer and Outlook of the Office
