Making Outlook the Default Mail Client

I have not idea why this is so difficult. It is not an option when you open
Set Program Defaults In XP. I have been reading and am told :
"OUTLOOKASDEFAULTAPP property in the Custom Installation Wizard (CIW).

Use the Custom Maintenance Wizard or a standalone .prf file. Details in the
OFfice Resource Kit online." I have no idea still how to find the CIW let
alone activate it. Can someone help?
