Making Page Header and Detail widths different

In a report by the wizard in 2007 is it possible to change the width or
heigth of the page header 'boxes' without changing the detail items. When
the report is opened in design view it would seem that all the boxes should
be able to resized independently. But it always ties the page header and
detail box together so that when one is made wider, the other is also.
Sometimes the header needs to be bigger and staggered up and down but the
detail is short. This only seems to happen with reports created by the
wizard. Is there a property to change to remove the tie between the rows
from different sections?
